Smart1 Management Solutions LLC provided a Program Analysts, and Business Analyst to support assist the Federal Aviation Administration (FAA) Office Enterprise Network Services (FENS) in the duties deemed necessary to provide the technical expertise in support of an acquisition strategy to continue the provision of portfolio of communications services to both the operational National Airspace System (NAS) and administrative/mission support (MS) domains.

Smart1 provides and maintains an in-depth familiarity with the FAA Acquisition Management System (AMS) and the FAA Acquisition System Toolset (FAST) to support programs throughout their acquisition lifecycle.  At a minimum, Smart1 provides the following:

  • Assisting in conducting market surveys, preparing notifications of planned solicitations, and responding to vendor inquiries.
  • Providing expertise on the acquisition of commercial of-the-shelf (COTS)-based solutions and supporting their acquisition.
  • Performing mission-shortfall analyses and draft justifications to obtain funding and approval to address shortfalls.
  • Support the development of independent Government cost estimates (IGCEs) and business-case analyses (BCAs).
  • Assist in preparing the documents and briefings required to obtain program and project approval including those items associated with AMS milestones; these documents include but are not limited to Acquisition Program Baselines and execution plans, Concept and Requirements Definition documents, Investment Analysis Readiness Decision documents, Initial Investment Decision documents, Final Investment Decision documents, Implementation Strategy and Planning Documents, and Program Management Plans.
  • Develop implementation and integration plans and schedules that make effective use of FAA and vendor resources and minimize disruptions to FAA operations.
