Federal Aviation Administration (FAA) Child Care Centers Infrastructure Improvements Program

Smart1 Management provided the resources required to support the Child Care Center Infrastructure Improvements Programs’ budget and project execution activities. This included program management, program financial management, project management and implementation, independent project cost analysis, information management, and administrative/graphics support services.

The CCC Infrastructure Improvements Program had a need for overall program and project management support, analyses, and planning in order to operate efficiently.  Smart1 provided the following services:

  • Facilitated the development of various requirements and the implementation and maintenance of key aspects of program controls.
  • Used the Corporate Work Plan (CWP) Core Toolset to plan, prioritize, track, and assess, and coordinate changes or updates to F&E projects, including project closeout.
  • Participated in meetings, conferences, and forums to promote stakeholder and other external relations.
  • Provide monthly Contractor Progress Reports that document support provided, and task expenditures for months passed, as well as planned work for the future months.
  • Prepared monthly and annual Program Status Reports that documented key project information, such as schedule milestones, financial milestones, and programmatic risks.

Smart1 was required to provide task order management, located at the contractor’s facility in the Washington DC area to interface with the FAA on matters related to the task order. We oversaw programmatic and analytical support in association with the program management and technical support services delivered through task orders to assist the FAA in achieving Program goals.

  • Provided interface with the FAA and contractor management on matters related to cost, schedule, and performance of the task order and overall contract.
  • Recruited, hired, managed, and evaluated contractor personnel assigned under the task order. Ensured prospective employees met eligibility requirements (e.g., education, experience, citizenship, security, etc.) and submitted required certifications to the NAS Implementation Support Contract (NISC) Contracting Officer.
  • Monitored funds expended, maintained records appropriate to track and report statuses, and ensured the FAA was informed of task order statuses.
  • Provided the-FAA monthly activity reports that documented support provided and task expenditures in the past month, as well as planned work for months.
  • Ensured task order staff complied with mandatory training requirements including directed government training, i.e., Safety Management System, Security, ASH SAVI, Safeguarding of Government Furnished Property (GFP), Ethics, Procurement Integrity, Organizational Conflict of Interest, and Environmental Safety & Health.
  • Reviewed FAA developed requirements, provided input, and participated in discussions necessary to finalize task orders and any subsequent revisions.
  • Conducted personnel performance assessment of the support staff.
  • Researched and summarized information used in preparing reports, monitored progress and status of task orders including the preparation of financial reports and task order products. Provided planning, scheduling, networking and coordination for task order implementation and integration efforts.
